Ottawa has introduced new instructions for Quebec Selection Certificate holders

The government of Canada introduced a new update for specific Quebec Selection Certificate (CSQ) holders currently in Quebec [R205(a) – A75] on June 9, 2022.


New instructions clarify that applicants cannot apply for the labour market impact assessment (LMIA) exempt work permit category under the International Mobility Program at a port of entry being physically in Canada as a temporary resident.


All CSQ holders have to apply for a work permit after entering Canada while holding authority to work. Since applications cannot be submitted at a port of entry, the new instructions apply only to IRCC employees.


Quebec may allow foreign nationals residing in Quebec to extend or renew their work authorizations with their current employers or with a new employer without having to obtain a Labor Market Impact Assessment (LMIA).


An applicant holding a CSQ does not need to submit a document that confirms they are urgently required by the employer who has made them a job offer, as is the case for foreign workers nominated by a province or territory other than Quebec.
