This new approach makes the Express Entry system more responsive to Canada's changing economic and labor market needs. This shift towards a category-based selection model is a result of changes made to the Immigration and Refugee Protection Regulations in June 2022. These amendments enabled the selection of immigrants based on key attributes that align with economic priorities, such as specific work experience or knowledge of French. The categories were established following extensive consultations with provincial and territorial partners, stakeholders, and the public, in addition to a thorough review of labor market needs.
