Miscellaneous Canadian Immigration News and Updates—November 16, 2023

Canadian Immigration

The landscape of Canadian immigration in 2023 continues to evolve, reflecting global shifts and domestic needs. At Mesidor Canadian Immigration Services, we have observed several key developments worth noting for individuals and stakeholders interested in this dynamic field.

Increasing US Citizens' Immigration to Canada

A notable trend is the increasing number of US citizens choosing to immigrate to Canada. As per Immigration, Refugees and Citizenship Canada, there's been a steady uptick in the number of Americans granted permanent residence since 2015. This surge reached 11,950 in 2021, the highest annual total since at least 1980, and the momentum continued into 2022. Factors driving this movement include concerns over social and political issues in the US, such as the erosion of abortion rights and a perceived collapse in the separation between church and state. Many Americans are considering Canada for its perceived stability and opportunities.

Temporary Foreign Worker Program Adjustments

In response to the current economic conditions and labour shortages in specific sectors, the Canadian Government has extended the Temporary Foreign Worker (TFW) Program until August 30, 2024. This extension allows employers in sectors like food manufacturing, construction, and healthcare to hire up to 30% of their workforce through the TFW Program for positions under the provincial or territorial median hourly wage. Additionally, there have been changes to the Labour Market Impact Assessment validity period and wage requirements to reflect evolving market conditions and ensure fair compensation for temporary foreign workers.

Review of the Immigration and Refugee Protection Act

A significant initiative underway is the review of the Immigration and Refugee Protection Act (IRPA) by Immigration Refugees and Citizenship Canada (IRCC). This review is part of the Strategy: An Immigration System for Canada's Future, aiming to improve processing and create a more comprehensive approach to immigration. The focus will be on creating a welcoming experience for newcomers, aligning immigration with labour market needs, and developing a coordinated growth plan. Potential changes to IRPA could introduce more specialized pathways for newcomers with in-demand skills and involve greater collaboration between federal and provincial governments. This review is pivotal, considering IRPA has not been extensively examined since its introduction in 2002.

Conclusion

These developments in Canadian immigration reflect a dynamic response to changing global and domestic contexts. For those considering immigrating to Canada, it's essential to stay informed and prepared for these evolving policies and programs.
