Manitoba has introduced special immigration measures for Ukrainians

The Manitoba government responded to the situation in Ukraine on March 9, 2022, and in accordance with Immigration, Refugees and Citizenship Canada (IRCC), introduced a special immigration measure for Ukrainian candidates.


Under the Manitoba Provincial Nominee Program (MPNP), the province invited 71 candidates who meet all the MPNP eligibility criteria as well as those who were affected by ongoing events in Ukraine.


To be eligible, applicants must:

  • be a Ukrainian citizen

  • have a minimum of CLB 4 in each language band

  • have connections to the province (close relative, family-like, community, previous employment or studies in Manitoba) and

  • have a valid language test

  • score at least 60 points according to MPNP assessment criteria

Manitoba has conducted two new draws, including one that is designed to help Ukrainians get to Canada, and issued 191 Letters of Advice to Apply to Canada immigration candidates.
